the fiscal cliff still being talked about here. there's a certain realization that the rough outlines of a deal are already available here. modest tax raises, some spending cuts, that's the real rub there. extent of spending cuts. the bad news if you want to look at it this way and i said it several times in the last few days, the era of american austerity is about to begin. we have seen some of it going on in parts of europe. it's about to begin here. my sense is that it will be gentle austerity in 2013 and into 2014. at least in the very beginning part of this thing. other good news, housing numbers and autos have been good recently. you saw toll brothers yesterday. gm did not bad although the trucking was light. the fed, they're going to continue to expand their qe program likely at the meeting on december 12th. depends on whether that's good or bad news to you. that will provide some cushion against austerity. so a mixed realization about where all of this is going. one of the reasons the markets are holding up well. the toll n

i'm really encouraged that we can avoid this fiscal cliff for a number of reasons. first of all, there is a growing group of republicans who say we really need to raise revenue, not just talk about raising revenue, but actually increase taxes on the wealthiest 2%. and they're willing to consider those kinds of taxes that the president proposed so that middle-class americans, the 98%, will not see any taxes. and second i'm encouraged because some of the businesses, in fact a growing number of businesses, moderate and constructively, are proposing that the president's plan make sense. but the major developments that really for the republicans to come forward with some of their specifics. and specific terms, and proposals if they say they want to avoid these tax increases. they need to be more specific. on how to do it. >> you keep using the word encourage and i'll read you some other words that have come from lindsey graham. he said it's a joke. it's not serious. and it, you know, you might be encouraged but treasury secretary geithner did not seem all that encouraged

that's important when we talk about this fiscal cliff, mr. speaker. this is not about a tax issue. this is a spending issue and this is an issue that folks don't have answers to. you and i serve on the budget committee. one of the things i'm most proud of in my two short years in this body is we looked at the tough challenges. the ones that my colleague from virginia described as being tough, tough choices, you're cutting spending. someone's going to be unhappy. probably would have to be a combination of both. we look at those things. we did on the budget committee. and we came up with a solution. we didn't just tell america who to blame. we didn't about how hard it was and how lousy that is for america's children and america's grandchildren. we proposed solutions. it's represented on this chart, mr. speaker. what i have is debt as a percent of fwpped. the federal debt. that's about $16.3 trillion. i go all the way back to world war ii here where debt was 100% of g.d.p. historical debt represented by this gray line, mr. speaker. this red line, just a different representation of the
